There needs to be an app/site/service that scans a book or receipt barcode that gives you its e-book/audio book copy. Or maybe just give a promo code to use to get said item.

That exists, depending on who you purchase through. More often than not, it's a code for the e-version, but it does exist.

The code on the book can be scanned by your phone and the book can be searched through apps like Chegg.

I don't use a mobile phone, but I do have a dedicated B&N Nook e-reader. I can usually find books easily just by typing the title or author into the shopping prompt on it.

this isn't about finding a book, this is about already having the book and getting maybe a voucher for the e-book/audio book.

Ah, sorry I think I had misunderstood at first. I've seen plenty of DVDs and Blu-Ray discs that now carry an Ultraviolet credit. I wonder if print media will start to have something similar.
