The advancement of technology brought many advantages to society. The sick could be cured more easily, broken or lost body parts could be replaced with new, better prosthetics, and various disorders that were previously untreatable were now able to be fixed through the advent of augmentation, the enhancement of the human body with machines. People anticipated a new golden age free of ailments and suffering, but with advances in machinery came conflicts both international and corporate.

Concerned over the growing amount of weaponized augmentations being produced in Japan, the United States initiated a decades-long state of tension built upon espionage and arms races. At first hidden from the public eye, the two countries created weapons of war from technology previously used purely to aid people, and more focus began to shift on stockpiling weapons for what the governments predicted would be an inevitable full-scale war. Neither side seemed willing to perform the first strike, but the damage that suspicions had caused was already done.

Stockpiles of augs fit for military use, robots, and highly advanced weaponry found itself leaking into the criminal underground. Shipments were stolen, designs taken and modified by people within corporations. Crimes and terrorism committed by individuals equipped with powerful augmentations became an epidemic, to the point where some local governments began to strickly watch and regulate anyone with augmentations, no matter how minor.

Public opinion of technology began to plummet. Augmented people began to face prejudices for their modifications, to the point where extremist groups with strong anti-aug sentiments began kidnapping people to remove their modifications and destroying security drones. Widespread panic struck the country, and a government too busy with international affairs to aid its citizens did little to help.

People began to look for sources of self defense. Both legitimate augmentation companies and black market sources made immense profit by providing people with opportunities to keep themselves safe from people who would try to hurt them, supplying even average people with increasingly powerful machines. The societal gap between augmented and non-augmented people only grew further, as growing concerns over work and safety came from the possibility of pro-aug discrimination, as even a basic prosthetic could increase a person's physical abilities to an impressive degree.

Worse, the spread of black market augmentations led to the equipment falling into the hands of organized crime families. Already violent clashes between groups of criminals became increasingly more destructive, and corporate intervention was more focused on gaining money than keeping peace. New York city in particular became infamous for its astronomical amount of aug-involved crime, and how ineffectual the local government was at keeping it suppressed.

In direct response, the NYPD opened a new bureau dedicated to the fighting of crime perpetrated with the use of augmentations and robotics. The bureau's officers, made up of people both experienced with and equipped with augs, functioned as detectives, riot officers, and civil protection for the citizens of New York. Glamourized through propaganda, the bureau began recruiting augmented people who could aid in the fight against technological crimes.

While considered a step in the right direction by many, tensions are still at an all-time high in the streets of New York. Crime families and corporate influence still exert more control over the underprivileged than the government, and the rich of the city make and spend exuberant amounts of money to keep themselves away from it all.

In recent times, crime in New York has reached an all-time high. Certain sections of the city have become almost like warzones between gangs of lawbreakers, completely under their control. Vigilante uprising is becoming more common, and of particular note, a string of attacks against high-profile crime groups has destabilized territories and caused dangerous outrage.

New York
In response to the ever-growing human population, urban sprawl reached immense levels. By the year 2283, landscapes were dug out in favor of building more and more, existing metropopolises were built over, and immense structures were built to house millions of people. The idea was to create comfortable living space for the extremely dense population big cities had. Raised roads, immense balcony-like structures, and in some places even entire raised blocks standing above the city below were constructed, essentially making a city above the city. Raised platforms attract the rich, pushing the cost of living in them to astronomic rates for the average citizen.

Other structures built were gigantic towers, known as blocks, capable of housing at least a hundred thousand people each. These towers also became host to other services, such as doctors, cybernetic clinics, and others. Some blocks reach incredible height, the largest in New York standing at almost 3,000 feet at the roof. Despite the good intentions behind their creation, the sheer size of most blocks makes them a popular target for organized criminals, as they can essentially take over and operate an entire city within a city given time and resources.

New York is host to a wide variety of businesses, including extremely wealthy corporations that operate multiple services. Augmentation buildings, robotics construction, personal security forces, medical and pharmecutical clinics, and others dominate the cityscape. Clashes between corporations has led to some extremes, where certain parts of New York are distinctly separated by the borders of corporate influence.

In response to crimes committed using augmentations and robotics, the New York Police Department created a special bureau consisting of people experienced with augs and robots, including multiple augmented officers in the ranks. The Cybernetic Crime Investigation Bureau is dedicated to the solving and suppression of criminal acts committed by augmented people or through the use of advanced machinery. As black market augs can lead to criminals becoming very dangerous to unaugmented police officers, active engagements with augmented or robotic assailants make use of the CCIB's officers when possible.


Augmentation
Augmentation is the enhancement of the physical body through the use of machinery. There are currently three types of augmentations available with various uses. Implants of each type are often used together if possible, allowing an aug to work at maximum efficiency with all their systems functioning as one. Augmentations are generally fueled through caloric energy, but other sources like supplements and electrical charging can increase an aug's runtime before it needs more fuel.

Depending on one's views, the origin of augmentation was either the advent of of wearing prosthetic limbs or a scientific breakthrough in the late 2000s. The 21st century's scientific advancements led to the first proper augs, mechanical prosthetics that could be controlled with the nervous system. Around the same time, stem cell research allowed for the cloning of internal body parts, and the two breakthroughs changed the world. Those who could no longer function to society's standards suddenly could again, and disease could be defeated by replacing an organ with a cloned replica.

Initially, the discoveries were used purely for medical purpose. Conflicts that arose between the United States and Japan led to the research of weaponizing augs in both countries, creating a new arms race in the form of increasingly deadly cyborgs. Research into military grade augs lead to more advancement for even civilian models, which led to police departments seeking augmented people for their forces. Unfortunately, shipments of high-grade augs became attractive targets for criminal groups, and any that slipped through the cracks during deliveries were swiftly stolen and put to use.

As time passed, further advancements in technology led to augs capable of very natural movements, very high power output, and tools that allow for seemingly superhuman ability. Increased concerns over high-grade augs, especially those being used within urban population centers, have led to anti-transhumanism movements. Discrimination has become a two way street regarding augmentation, with unaugmented hate groups looking down on mechanically enhanced people, or pro-augmentation societies excluding people without augs from workplaces and other premises.

Augmentation types
Mechanical augmentation is the most obvious and common type. Machinery is implanted into the body, usually replacing lost limbs or repairing damaged nervous systems. Limbs, organs, and eyes are commonly made augs, and even civilian models slightly exceed normal human limits. Brain augmentations are most often mechanical, increasing one's senses or adding informational displays to one's vision. Strong mechanical augmentations run the risk of damaging the flesh and bones they're attached to, and thus require extensive reinforcement to work properly. External mech-augs can be loaded with various tools and weapons, often seen in military-grade limbs.

Nanomachine augmentation is a relatively non-invasive procedure. Nanomachines, tiny robots constructed to move through the body and perform specific tasks, are administered through either injection or ingestion of a prepared capsule depending on where they're needed. Nanomachine augs can increase a user's physical abilities, allow for silent conversation with other nano-augs, regenerate from wounds quickly, and network with computer systems. A common use of nanomachines is for the maintenance of internal mechanical augs, reducing the need for surgery to fix issues and perform general upkeep. Maintenance nanomachines require regular replacement, most commonly adminstered through injections or capsule pills.

Biotech augmentation is the use of artificial body parts that are still technically organic, but enhanced through the use of technology to be stronger than the ordinary human body. Cloned organs made from the recipient's own cells constructed in laboratories are the most common application, allowing patients to be given stronger organs that are still technically theirs. Another common use is the application of synthetic skin to cover mechanical augmentations or remove scars, often used by people with mech-augs that don't need to be exposed to function. Experimental organic augmentations go far beyond the ability of normal body parts, allowing the augmented to function beyond normal human limits while technically remaining fully organic.


Robotics
Robotics technology has advanced far past 21st century limitations. Humanoid machines, vehicles, and unmanned drones are all commonly used for tasks varying from home aid to military combat. AI as a whole has yet to reach a level where true artificial sentience can be achieved, but on occasion, some seem to spontaneously increase in self-awareness.

Droids are machines run by AI, coming in a variety of models for different tasks. While they are generally humanoid, non-humanoid models have been made for specific purposes. Worker droids are constructed to be approachable and pleasant to deal with, and are often seen performing deliveries or other menial tasks that can't be performed by the owner for whatever reason. Combat droids are a stark opposite, constructed to be intimidating and coldly efficient, used for military applications and police interventions in situations where officers' lives may be put at risk. Such machines have been facetiously referred to as 'terminators' by their users.

Drones are machines that are usually non-humanoid, controlled by a human driver usually in another location. Combat drones are rarely used within urban environments, but reconaissance drones are a common sight around corporate buildings and other places in need of extra security. Variants based on the old Cypher model are often used for their compact design and ability to take off vertically, and some are equipped with armament. Combat drones resemble aircraft, and are constructed with mobility in mind.

Mechs are controlled machines that are piloted by an internal human driver. Rarely exceeding ten feet in height for urban models, mechs are usually used by military groups for heavy combat and infantry support. A typical mech has very protective armour that's completely immune to small arms fire and even small explosions, and are typically equipped with mounted weaponry in the limbs. Non-combat mech designs have been developed for use in construction and rescue, usually smaller in size and equipped with tools for their specific duties.


Arms and Armour
Weapons technology has advanced to a great degree as well. Firearms using black powder are still commonly used across the world, generally seen as civilian-appropriate in various countries. While they have evolved to be sleeker and more efficient, they are otherwise comparable to 21st-century guns.

In police and military applications, firearms instead use a highly advanced and compacted electromagnetic propulsion systems, essentially miniature railguns or coilguns. Firearms of all kinds are built with the technology, typically referred to as gauss weaponry. An average gauss gun has three to five times the force of a normal gun, and thus they're often used in combat situations where machines and other heavily armoured opponents are fought. Their use is heavily restricted among the civilian populace, but black market dealings have led to a significant amount falling into criminal hands.

Melee weapons have likewise been advanced in direct response to augmentation and robotics evolution. Stun batons meant to overload external augmentations on contact are commonly seen among police officers, capable of causing some damage even when not delivering a shock. They double as tasers, capable of taking down even a non-aug on contact.

More lethal weaponry exists in the form of high-frequency blades, ceramic alloy weapons that usually take the form of machetes and knives capable of vibrating at extremely high speeds to increase cutting power to a ludicrous degree. An HF blade can easily sever a mechanical limb, let alone a natural one. Some people who use them model them after traditional swords, and with the right skills and augmentations, they can be terrifyingly effective.

Armour built to withstand the impact of electromagnetic firearms rarely succeeds to a complete degree. While the sheer force that highly advanced weaponry can produce is devastating, certain styles of body armour are completely immune to gunpowder-based small arms fire. Layered alloys and microfibers used in the construction of military and police gear can entirely prevent even rifle bullets from piercing the wearer's body. Microfiber-based armour is often used for other purposes as well, usually in the form of bulletproof jackets or vests slim enough to wear beneath clothing.

While augmentation is the primary form of increasing human strength, less effective methods were used widely prior to the advancement and widespread use of augs. Powered exoskeletons, usually worn above armour suits, could provide a wearer with greatly enhanced physical ability and mounted weaponry. Non-augmented members of certain groups may use them to keep up with augmented peers, while civilian models meant for work purposes still see fairly widespread use. Some weaker models of exoskeletons see use as primitive mechanical augmentations, hooked up to the brain through minimally invasive neurological augs to allow physically disabled people to live easier.

A more advanced form of exoskeleton in the form of a completely encasing ballistics-resistant suit are a somewhat recent development, rarely seen outside of military application. Powerful hydraulics and systems similar to mechanical muscle allow the wearers to perform superhuman physical acts, wear extremely protective and heavy armour above the exoskeleton, and carry multitudes of tools and weaponry. In addition, onboard AI systems guide their users, able to link directly with their minds if the proper neurological augmentations are installed. Even without, the helmets of a suit are equipped with various data displays and communications systems, and most are environmentally sealed to make them completely immune to chemical attacks.


Guidelines
1. Posting order's not strict. As long as everyone gets to go once per cycle, all should be well. Due to the semi-open world nature of the story, non-interacting groups may end up finishing an event before the other one, but I ask that nobody initiate things like timeskips until everyone is ready for such a thing.
2. Meta knowledge is always a no-no, but here it's even worse. We've got conspiracy and mystery stuff happening, so if you want to be in on it, then contact me. Refrain from spoiling it for others too.

Heather Gray | +
Name: Heather Gray

Age: 20

Gender: Female

Appearance: Heather is not very imposing on her own, at just 5’4” in height and packing some extra weight. She’s got an extremely average amount of muscle that comes more from work than any attempt at real exercise, only visible if she’s really flexing. Her overall form holds well though, and she has a nicely shaped silhouette. She’s caucasian, and has light skin, round eyes, and freckles across her nose, cheeks, and forearms. Structurally, she has a round face with a snub nose, a defined cupid’s bow on her lips, and smooth eyebrows. Most often, her hair is kept in an undercut, the back and sides shorter than the top and bangs, which are kept brushed to the right. They’re just long enough to dip under her eyebrows. Her hair is a deep red shade, and her right natural eye is green. She’s got a few tattoos, all plain black ink. On her left bicep, she has a pattern resembling circuitry that leads onto her neck, and on the back of her right hand she has a barcode.

Most of Heather’s augmentations are connected to her nervous system. Her largest and most extensive augmentation is a near-total spine replacement, the top of which is external on her body. From the base of her neck to just above her backside, she has a metallic ridge on her spine. The aug continues internally onto different parts of her torso, with four plug-like constructs on her back near her shoulders and waist. She also has a few plugs on the back left of her head, which allow connectivity with various machinery. Her left cheekbone and eye socket are replaced with a metal structure grafted onto her skull, left partially visible on her face. Within said structure is a mech-aug eye, which has a yellow iris.

For clothes, Heather wears things that are affordable and non-attention grabbing. She likes drab colours like dark greens, browns, and black, and her most common getup is a figure-hugging sleeveless shirt, green cargo pants, and heavy black combat boots. When working in her shop, she’ll wear a thick protective jumpsuit instead, which has her shop’s logo on the back.She’s also got a pair of fingerless leather gloves she wears when building stuff, and occasionally just for the looks.

Personality: Despite her hardships and position in life, Heather tries her best to be kind and reliable. Heather is an introverted type, preferring to keep small amounts of people that she knows well and trusts rather than a constant influx of attention from outsiders. She opens up immensely around people she trusts, but can be reserved around newcomers and strangers. Once she’s become comfortable enough with someone that she actively engages them, they’ll find that she’s a massive dork. Heather is playful and loving, and enjoys spending time with those close to her pretty much whenever she can. She also loves robots, and may occasionally get carried away with talking about them towards those people that she sticks close with.

As much as she’d like to say it isn’t, her moral compass is a bit skewed. She can’t stand the idea of hurting other people, but things like theft are well within what she’s willing to do to survive. She wants to see the good in people and the world, but knows from experience that not everything works out the way people hope. That said, she’s hardly a pessimist. She sees her criminal actions less as a way of life, and more as a means to an end. One day, she hopes to stop and live without needing to steal, but is content to continue doing so until she’s got enough money to live in stability with her partner.

History: Born and raised in New York, Heather is a South Bronx native. She was never really financially fortunate, raised in a two-room apartment by a pair of factory workers who were doing what they could to get by. Her early childhood was as good as it could be. She had friends around, her family was close and loving, and she got a pretty average education in a local school. When able to be leisurely, she took a great interest in everything mechanical. Robots, augs, even appliances fascinated her. It became a passion, as as she entered high school, she began to learn the craft of robotics.

A natural at it, Heather took electives that were focused on the mechanical. Engineering seemed a good career for her, and she honed her ability by fixing up friends’ cars and belongings when they broke down. Her first hands-on experience with an aug was helping do maintenance on the artificial leg of an acquaintence’s dog, saving them hundreds in medical bills and gaining a reputation in school as some sort of techno-wizard. It was somewhat of an exaggeration, but she was still pretty darn good for a kid.

Her decision to pursue a career in robotics came after she was held hostage in a bank robbery. One evening after her part-time job at a convenience store, she was cashing in on her check when the building was raided by a gang of criminals, equipped with guns and body armour. She expected to be held hostage for hours, or even to see people be killed one by one to keep the police away while the group dug into the bank’s vault.

To her surprise, she was inconvenienced for a mere 30 minutes. A SWAT team made of augmented police officers raided the building, and before she even knew what was happening, the criminals had been apprehended. She heard gunshots, bones cracking, and the sounds of machines, and was met with the sight of uniformed cyborgs taking down the gunmen. It left a lasting impact on her, and she was smitten with the potential that augmentations had for humanity.

After high school, she went to an institute owned by an augmentation company, meant to teach potential employees the in and outs of their designs and their functions. She advanced quickly, having a natural skill for the tools used in the company. Looking to be a top candidate, she was given extra funding by the company itself, which motivated her to succeed. She used the funding to have an augmentation installed, one which allowed her to utilize a creation of hers: an exoskeletal limb pack that allowed her to work with heavy and dangerous materials without the use of limb replacements. On her second year of attendance, she designed and created a service droid, and presented the robot to some of the business’ heads.

Unfortunately for her, something went catastrophically wrong in the presentation, and her droid’s fuel cell overloaded. The resulting explosion sent a shard of metal at her face with enough force to destroy a portion of her skull and eye, rendering her immediately unconscious. She remained comatose for a month, while her injuries were mended and covered by company insurance. While she’d hoped to return to schooling once she awoke and was fully functional again, the explosion had accidentally killed someone, and she was expelled because of it.

Heather was heartbroken. Her greatest opportunity had been lost, and her attempts to get back into the institutes were all for naught. Eventually, she just gave up and looked for work, hoping to be able to put her skills to use somewhere. Drifting along, hoping to find anything, she eventually ended up joining a mechanic shop. At first unbeknown to her, it was a chop shop, which ran stolen augs and robots. While the machines never came out of people, the knowledge of what she’d been doing made her uncomfortable. But still, work was work, and her daytime shift allowed her to feign ignorance of the shop’s inner workings.

Staying there for about a year, she saved up money she got, both earned from ‘legit’ work and passed under-the-table. It was a fairly respectable bit of cash considering where she lived, but work was cut short when the crime ring running the shop went under. Most of the others, young people like herself looking to earn a living somehow, cut and run after earning news that their bosses were incarcerated. Heather stuck around, and purchased the shop for herself. The abandoned tools and undiscovered augs gave her a headstart, and the second floor’s apartment made for a pretty decent living space with some touching up.

She had success for a while, and eventually met Juzo Akiyama. The two got along well and quickly became very close friends, and as a gift, Heather built for him a pair of leg augmentations to replace his lost limbs. At first, they were a very normal set of legs, but as time went on she made more modifications following his specifications. Her shop’s business began to fail, as legally obtaining augs for working was beginning to grow more expensive than she could afford. With Juzo at her side, Heather entered the questionable lifestyle of a thief, her focus put onto both money and machines that she could modify and sell on the black market.

Occupation: Mechanic at a back-alley augmentation and robotics shop, part-time professional thief.

Augmentations:
Spinal augmentation- Heather’s spine and nervous system have been heavily augmented with a system that allows her to connect herself to machines. This link creates a phenomenon where her brain signals replace the AI, essentially making the machine she’s linked to an extension of her body. Her back is lined with the external part of the aug, resembling a row of flat layered vertebrae. The aug extends throughout her torso, leaving multiple plugs across her body. Four are in her back, two are on the back left of her skull, and one is on each side of her waist. Her primary use of the augs are connections with external machinery.

Nanomachine communication system- Brain-based nanomachines allow for communication with people whose nanomachine frequencies have been set to the same as hers. The frequency is private, and in the event of intrusion, can be changed by thought. The nano-augs allow for what is essentially telepathy, completely silent communication through transferrence of thoughts when the aug is activated.

AI link- Essentially a long-distance addition to her spinal augmentations, this aug allows her to connect her consciousness to appropriately modified machines. It allows her to see through the cameras of drones, mentally control certain machines, and in some cases, download information straight to her brain. As of now, it’s very much limited to her own creations built to be compatible with her, and has a limited effective range of a mile.

Facial reconstruction and reinforcement- After a shop accident caused extensive damage to her face and skull, Heather underwent surgical procedures to rebuild her broken eye socket and cheekbone. The end result was a nanofiber reinforced skull, plated in a protective layer applied by nanomachines after the implantation of a solid metal plate, a bio-aug implant of facial muscle, and a layer of synthetic skin to cover a majority of the damage. At her request, part of the metal was left exposed, framing her eye socket and cheekbone with a metallic plate.

Bionic eye- As her left eye was damaged irrepairably, Heather had it replaced with a mech-aug eye. As the difference in vision quality and modes would cause issues with only a single eye, it lacks night vision or clarity enhancements past a slightly better-than-normal range, but does include a HUD that Heather had customized to allow for sight-within-sight when linked to one of her robots.

Skills: Heather is a prodigy when it comes to mechanics. She can fix things up with minimal effort, provided they aren’t completely destroyed, and can construct new designs from salvaged pieces. She’s also pretty darn good at driving around security drones, uplinked or not. While she’s not physically apt enough for parkour, she has such good control over her augs that she can use them to move around quickly.

Equipment: Heather’s primary and signature piece of gear is an exoskeleton-based pack that attaches to her spinal augmentations. She has a few variations of them, but her most commonly used one is a harness that is host to four long, multi-jointed mechanical limbs. Each limb is topped by a three-digited pyramid-shaped ‘hand,’ capable of grabbing onto things and exerting force comparable to a jackhammer. Each ‘finger’ contains a number of smaller manipulating units for more delicate work, and the telescoping nature of their construction allows them to extend to a maximum length of 15 feet and retract to a minimum length of 5 feet. While primarily meant for heavy lifting around her shop, they’ve proved to be quite effective in battle in the past.

When doing less-than-legal jobs, Heather protects herself through the use of a military flak jacket, obtained from a black market trade. It’s lined with microfiber armour that gives it heavy bullet resistance, and a personal modification to the garment allows the plugs in Heather’s tentacle pack to fit into place through the jacket. Along with a full-faced helmet with an opaque visor, they tend to keep her quite safe in the event that something goes horribly wrong.

Around her shop and apartment, she has a variety of small assistance robots driven by simple AIs. There are around twenty, and each one has a different task. Her favorite is a tiny droid about eight inches tall that exists to run the coffee machine in the kitchen.

Other: Heather works and lives with Juzo out of her shop and apartment. While they’ve been quite successful in their ventures so far, everything has been low-key enough to avoid attracting too much attention.

Appearance: Jack is a tall and large man, standing at 6'2" with a fit and muscular frame. He's quite strong and definitely looks the part, though he's much heavier than he may appear due to heavy augmentation. One could guess Jack might weigh about 240 pounds by looking at him, but his augs put him closer to 500 pounds due to their density and higher than natural weight. He has olive toned skin owing to mixed ethnicity, scarred in some places due to injuries and augmentation. His face is strong and very masculine, with a chiseled jaw, strong cheekbones, a large aquiline nose, and thick eyebrows. His hair, normally kept in a style that's somewhat long in the back with a well-combed and right-parted fringe, is a dark chestnut colour. A full-faced but very well-trimmed and short beard of the same colour adorns his jaw.

His physical augmentations are extensive, and three in particular are very obvious. Both of his eyes have been replaced with mech-aug counterparts, with smooth white scleras and an obviously robotic pupil and iris. The iris resembles a camera aperture, and is a yellowish brown colour. His other most obvious aug is his right arm. It's entirely robotic, made of artificial muscle weave fibers and covered in a very strong armour plating that allows it to take and deal significant damage. The joints on the elbow, wrist, and fingers are all slightly rounded, while the forearm plates are capable of unfolding to deploy tools. The armour extends onto his chest, back, and shoulder, completely replacing his right pectoral area.

Clothing-wise, he prefers business casual wear. Black slacks, white shirts, ties of various (normally dark) colours, and a vest to complement the tie. He mixes up the palette a bit with brown leather dress shoes, as well as a knee-length coat made of the same brown shade of leather. It has buckles on the wrists, waist, and shoulders, some of which act as securing tools and some just for design purposes. The interior is lined with bullet-resistant microfibers, which make it more practical in the event of a gunfight. When on duty, he wears a shoulder holster with a standard issue police sidearm and his badge, and a belt holster for his personal anti-robotics revolver.

Personality: Jack is a pretty good guy. He has his heart in the right place and has a strong moral compass, and cares deeply for people he spends a lot of time around. Friend, family, or even just an acquaintance, he makes it a point to be pleasant and civil. He's got a good sense of humor too, and isn't above banter with those willing to give it back. By default, he tends to be playful and a bit of a jokester, and enjoys exchanging (usually exaggerated) tales of things that have been done and various other goings-on. When his time is free, he's very casual and enjoys just hanging out. On investigations, he's capable of being much more serious, though a bit of acting every now and then to fool suspects into saying things they shouldn't goes a long way and he knows it.

He does have a few biases, however. People, he likes. Robots, he's not so sure about. Jack isn't a fan of AIs that are designed to seem smart, and can be easily flustered when trying to extract information out of them. Likewise, he hates security drones, and has absolutely zero qualms about putting a machine down if it causes trouble. He can understand people's attachments to machines, but if a robot is causing more issues than it's worth, he won't hesitate to break it. On a more personal level, he enjoys music and radio. If there's a stereo somewhere nearby, chances are he'll get some good use out of it. Cars are likewise a passion of his, and a long night drive tuned into his favorite station is one of his favorite things.

History: Jack’s early life was about as good as it could’ve been. He was raised middle class with a happy family, a successful athletic career in school, and pretty fair grades. In high school, he was something of a delinquent, often finding himself in minor trouble with the local police to the degree that they came to know him by name. It was an odd relationship; while Jack’s infractions caused trouble and required that he be brought in often, a sort of mutual friendship formed between him and the officers. This came to prove useful, as a street gang that Jack was involved with eventually started doing things he wanted no part of. He worked as something of an informant, and planned to bail just as a raid on the gang’s hangout took place.

His informing wasn’t as flawless as he’d thought, and the gang’s leader had full knowledge of his betrayal. In what seemed to be an attempt to get more credit in the criminal world, the leader planned to kill Jack and any cops that came through the building’s door. A more organized crime family provided some cheap guns, with the logic that any officers killed were worth a few dumb trigger-happy teenagers. What was planned to be a simple ‘scare the **** out of dumb kids’ sting evolved into a full on gunfight, and Jack was caught in the middle of it.

As the fight progressed, many of the gang’s members surrendered, finally realizing that what they were doing could very well cost their lives. Their leader was much less willing to turn himself in, and dragged Jack deeper into the building while using him as a hostage and human shield. One of the officers Jack was most familiar with followed him in, backed by a police drone assistant. A standoff occurred between the officer and the gang’s leader, the end result being sustained injury by all three of them. Jack was shot in the back, while the gang leader was struck in the forehead, and the officer in the heart.

The last sight Jack saw while being dragged away by the drone was the officer laying in a puddle of blood, still just barely alive during those last seconds of consciousness. He blacked out, and awoke in the hospital. When he was informed of the officer’s death, it instilled a deep-seated distrust of AIs in him. In truth, the droid had done its job perfectly, protecting a civilian with an exponentially higher chance of survival than the fatally wounded officer, but Jack’s emotions got the best of him. Over the remainer of his high school years, he refused to interact with self-driven robots, blaming them for the loss of the person he owed his life to.

With graduation came a desire to clean up his act and repay the police force for putting up with him. He stopped his petty crimes and did his best to make up for his wrongdoings, volunteering huge chunks of his time to community service. A year’s break between high school and college gave him time to consider his future, and he decided to try his luck with law enforcement. He wasn’t exactly a perfect choice; even with his newfound desire to help out and be a better person, he still had a record. Attempts to get jobs as a security guard for experience were mostly fruitless, until he ended up a part-time bouncer at a local bar. When he did finally go back to school, he chose to study law and become a cop.

Time and considerable effort led to a success, and after getting more hands-on training at police academy, Jack was officially a police officer. An assistance droid was assigned to him, much to his chagrin. His career was very normal, consisting mostly of driving around and answering calls about small domestic issues. While it was police work, it left him feeling profoundly unsatisfied. After some time, he attempted to pursue a career in detective work. To his surprise and annoyance, the droid assigned to him during his time as a cop followed him, due to what he assumed was a programming goof that made it impossible to reset the droid to default settings and reassign it. At first, he still disliked it, but it proved useful enough to sway his opinion over time. After a string of successful cases, he gave it a name, Max.

Jack and Max were eventually contacted to solve a case that had been glossed over by multiple other detectives. A kidnapping, the trail leading back to an organized crime family. The case was initially a ransom holding, but even after it was paid, the hostage was not returned. Jack took the case, and began a thorough investigation across New York. It was a long and arduous process, but he eventually found a trail leading to a mansion owned by the Lamberti crime family. With the location found, he took a less-than-strictly-legal approach and infiltrated the mansion, sneaking into the basement. He found the son of the family’s patriarch preparing a surgical table for the hostage, and prepared to arrest him.

A short standoff ensued, ended by Max bursting through a wall and crushing the perp’s spine. Max dragged him away while Jack rescued the hostage, a young girl named Anne Vance. She’d been subject to multiple augmentation experiments, the notes and plans of which Jack took in as evidence. After treatment, the perp was convicted, and Anne was returned to her family. It seemed like a good ending to the case, but not a week after his arrival to jail, the perp was murdered by inmates who learned of what he’d done to a child. The guards looked the other way, but when news got back to Lamberti, he was absolutely furious. Jack was targeted and tracked down, and a month after the case was closed, he was abducted off the street and taken to a warehouse on the coast. There, he was subject to multiple tortures which mutilated his body to horrific degrees, performed by Lamberti and his henchmen. Halfway through the torture, Jack used the watch attached to his now-lost arm to send a distress signal to Max, who detected it and came to his aid.

The torturers were slain by the droid, who rushed Jack to a hospital. Parts of his body that were damaged beyond repair were removed entirely, and he was put onto life support. His family was contacted, but they couldn’t afford the augmentations needed to keep him alive in such a state. It was predicted that without augs, even the sophisticated tech would only keep him alive for a week at best. At this point, Anne’s family learned of Jack’s condition, and stepped in to fully cover the cost of surgery to get him back on his feet. With their funding, Jack was turned into a cyborg, though the sheer extent of the surgery necessitated a recovery period of at least four years. Anne made a vow to visit him every day while he was hospitalized, and kept her promise.

Finally out of the hospital by the time Anne was a young adult, Jack took it easy for the months following his release. Over the years, he became a close friend of the Vance family, to the point where they considered him a part of it. His rescue of Anne also proved a strong motivator, to the point where she followed a childhood dream of being a cop, cementing her decision to study law with the intention to use her forced augmentations to help others out. While she learned, Jack was contacted by the CCIB, and became an officer of the bureau. As the years went on, he proved an extremely effective cyborg, and eventually found himself partnered with Anne once she graduated. The two have worked as a team since then.

Augmentations:
Organs- Most of Jack's internal organs have been replaced due to extensive damage. His digestive system, heart, and lungs have all been replaced with biotech augmentations, each of which has been further modified with some mechanical augs for enhanced performance. They allow him to perform extended physical efforts with less fatigue, resist noxious gas to a degree, and better process caloric energy into fuel for his other augs.

Nervous system- Reflex boosting mechanical augmentations line the upper part of Jack's spine, while a spinal cord repair node implanted in his mid back reverses the effect of paraplegia. A central processing unit implanted into his brain allows full control over the augs in his body. A reflex booster allows him to react quickly to things or experience time more slowly in short bursts at the expense of most of its charge.

Skeletal reinforcement- Jack's bones are host to nano-augs that constantly perform maintenance, helping seal fractures within days. The machines have also applied a coating of nanofiber reinforcement to the outside of the skeleton, greatly increasing its durability to allow the use of stronger augmentations. His skull is partially bulletproof, and his entire lower jaw has been replaced with a mechanical one. Attachments made to the ribs and spine on the right contain a port that makes up a mechanical shoulder to make up for his lost arm.

Muscle enhancement- The musculature in parts of Jack's torso and face have been replaced with mechanical microfibral muscle, which take on a light grey colour when not completely covered. They are capable of high force output, and are a necessity for the attachment of strong mechanical augs. His natural muscles have likewise been enhanced through nano-augs, which allow them to output strength even with his mechanical body parts. With these augs, Jack can lift hundreds of pounds, break through walls, or power through recoil from strong firearms. Using very high amounts of strength requires active attention, as to prevent accidental damage to people or property.

Bionic eyes- Jack's eyes and optic nerves have been completely replaced with mechanical augs. As well as restoring vision, they come with a variety of features including night vision capability, a zoom feature, an information scanner, and a heads-up display including information on body systems and augmentations, a radar, an aiming reticle, and a visualized communication system.

Bionic arm- Jack's entire right arm is a highly customized mechanical augmentation. The inner workings are constructed from a titanium skeletal frame topped with microfibral muscles, lined with tubing for delivery of fuel and allowance of nanomachine maintenance. The muscle is encased in a lower layer of ceramic alloy containment for protection, and further reinforced with dense armour plating that renders the entire limb bulletproof and capable of outputting immense force without damaging itself. A variety of tools are installed in the arm, mostly in the forearm and hand. A deployable weapon system under the forearm can be equipped with a pistol, taser, or other firearm. His thumb contains a lighter.

Synthetic skin- Due to his extensive augmentation, Jack has received multiple bio-aug skin grafts to help further recovery post-surgery and cover the less presentable mechanical additions to his body. The result leaves his face and body looking as they would normally, including hair growth and melanin production. There is a faint line noticeable where the graft meets his natural skin, usually hidden by his beard. His midsection has similar lines down the side of his torso, looking almost like a seam.

Skills: Jack’s a good investigator, and is just as qualified for solving crimes as he is taking on active engagements. Already a good shot prior to his augs, his skill with a firearm has only increased since their addition, including his skill at reloading quickly. He’s also a damn good driver, though he’d look incredibly reckless to an outside eye during a chase, he knows exactly what he’s doing. Most of the time.

Equipment: Jack’s primary weapon, used mostly when dealing with powerful augs or robots, is a very large revolver based on the Mateba Autorevolver line. The barrel is a good seven inches long, and the entire weapon’s frame is upscaled to a large size. The slide is lined with yellow lights, two on each side, that indicate when the rails inside the weapon are charged and active. When reloading, the lights turn red to show the rails are deactivated. It fires ammunition that’s usually meant for use in rifles, slightly downscaled to fit into the five round chamber. The handle is made of carved wood, a dark brown colour made to match the gunmetal’s matte black shade. Owing to the weapon’s effectiveness against mechanical enemies, he affectionately refers to the gun as “the off switch.”

He also carries a standard police sidearm, a hammerless rail pistol based on the Glock line of firearms. It’s completely uncustomized and usually loaded with less-than-lethal rounds meant to debilitate and disable targets rather than kill them.

A fan of antique cars, Jack’s personal vehicle is a 2099 model Interceptor, which has been modified to be useful in a variety of police applications. The four-seater car has a sleek black exterior that is normally plain, but with the use of a special key on the dashboard, reveals police lights on both the top of the car and the bumper. The car is armoured and resistant to gunfire, and is host to an onboard AI that relays information to the driver and can remotely drive the vehicle when called.

One of Jack’s most reliable tools is an AI-driven droid, one of the lesser-produced nonhuman models. The cleverly-named K9 Assistance Unit resembles a large dog in overall build, with a quadropedal gait, prehensile tail, and long head. While it’s clearly robotic, the robot is capable of surprisingly fluid motion that greatly resembles a real canid, and even uses dog-like vocalizations for intimidation. For communication with Jack, it speaks in a motone robotic voice through its radio system. While not equipped with permanent weapons, the droid is capable of exerting high amounts of force and can easily restrain runaway targets. Jack calls it ‘Max’ and refers to it with male pronouns.

Other: Jack once struggled with alcoholism in his younger years, and thus avoids alcohol. It wouldn’t do much to him these days thanks to his augs, but the principle is one he firmly stands by.

Gender: Female

Appearance: Anne is of fairly average height and somewhat petite build. She's 5'6" and of mostly compact frame, with athletic muscle visible throughout her body. Her midsection and limbs are firm and strong, becoming more so with activation of her muscle enhancement augs. Her hips are fairly broad, her legs are long for her height, and her bust is of somewhat less than average size. Anne's skin is very pale, and her facial features display her mixed ethnicities. Structurally, her face has soft features and is overall oval in shape, her jawline smooth and her chin not particularly large. She's got full lips and a round-tipped nose, large monolid eyes, and thin arched eyebrows. The brows are of a darker colour than her hair, black, while her hair is a bright platinum shade nearly as pale as her skin. She prefers to keep it short, typically in a pixie cut.

She has four obvious external augmentations. Both of her eyes are replaced with mech-augs, which have pristine scleras and shockingly blue irises. Circuitry is visible through the iris, and it emits a soft glow whenever its abilities are active. There is a ring surrounding the iris that has four lines leading across the sclera, and the pupil is a smooth hexagonal shape. Her others are in her hands, which contain vein-like circuits and wires that glow when being used. On the center of each of her palms, she has a pair of round lenses, usually hidden beneath a white cover that opens into a barrel-like shape when active. Her knuckles are likewise mechanical, resembling white metallic caps attached to the base of each finger.

Anne's style of dress is generally of the business casual level. She prefers black pants, generally snug without being too tight, usually with a button-fronted shirt and black flat shoes. Her shirts tend to be of lighter colours, and occasionally have a subtle pattern to them, usually floral. She wears the sleeves rolled up and cuffed to just under her elbow, and above them, a silver blazer left unbuttoned. The sleeves are shorter than normal, resting beneath the cuff of her shirt. Preferring to forgo ties, she might occasionally wear a vest, paired with a knee-length skirt for more casual office days. Off duty, she has a much more casual sense of style, though she still likes wearing jackets.

Personality: Primarily calm and level headed, Anne keeps a mature demeanor a majority of the time. She’s got a very strong sense of will and a firm belief in her sense of right and wrong, which is admittedly a bit black and white owing to her experiences with life. While she’s not a joker by any means, she does have a sense of humor and enjoys the happier walks of life, especially being around her family. In particular, she has a soft spot for kids and can be fiercely protective of them, again because of things she’s experienced. She’s slightly cynical regarding the world at large and is distrustful of people from certain walks of life, but to the people she knows well enough to trust and love, she’s incomparably loyal.

In casual day to day life, she is more relaxed and open with her friends. Her humor shines through in the form of wit and light sarcasm, and her attitude in general lightens up quite a bit. She has a weakness for the arts, especially music (her favorite is jazz) and films. Her choice in career has made her endlessly critical about crime-based media, but at the same time she enjoys the occasional crazy tale that’s been made almost plausible by how things work nowadays. While getting out and about every now and then is nice, she prefers a calm weekend at home with a few others to going out and seeing the city. She’s also got a furiously strong competitive streak that flares up when people make challenges with her, particularly from people she’s close to.

History: Anne was born into fortune, the second child of a very successful lawyer who specialized in augmentation-related cases and a worker in one of New York’s top aug production companies, Shogo Industries. She always had a more positive outlook on augmentations growing up, as both of her parents had small enhancements that had been necessary to keep their quality of life at a normal level. Anne never needed any herself, but she appreciated what they did for people, and she had high hopes that the world at whole could improve with them.

As a kid, she always wanted to work with the law, whether she was an officer or a lawyer like her mother. She was very much aware of the dichotomy between augmented and non-augmented people, and often experienced the effects of prejudice against her parents extend to herself. Denied entry to certain locations, arguments with people in day to day life, and the occasional screening to make sure she hadn’t been given any unnecessary implants. It was always somewhat agitating, but she dealt with the examinations as just another form of medical check-up.

Life was as good as it could get, all things considered. There was never a shortage of money, she lived in a good part of the city, and she was going to a good school. On the way home one day during her last year before high school, multiple vans began to follow her, goading her into an alley where she was then abducted. Her captors took her back to the mansion of the Lamberti crime family. A cell constructed in the basement acted as a prison, where she was held for ransom.

The ransom consisted of both impressive sums of money and the designs & materials for revolutionary augmentation prototypes. Nanomachines that could transform organs into mechanical augs, mental implants that could correct instabilities, and augmentations that could potentially control how a person’s systems developed with age. Her parents immediately paid the money, and through less than legal means, delivered the requested augmentation blueprints. They were promised they’d see Anne within the next few days, but contact was never reestablished.

Anne’s captors had taken a liking to her. Both her rambunctious behavior while in captivity and her completely unaugmented body made her a prime candidate as a test subject by the Lamberti family’s surgeon, the son of the family’s leader. Her time in captivity stretched to months, and she was subject to a wide variety of augmentation experiments, some permanent and others temporary. Very few members of the city’s law enforcement were willing to look into the case, and her father’s termination from the aug company for stealing design documents only complicated the situation. Anne endured, and as more augmentations were tested on her, she began to learn how to use them. None of them were quite strong enough for her to formulate an escape, but she listened in on conversations the family had and cooperated as much as possible, trying to soften them up and make them trust her.

While allowed out of her cell one day, after building up a positive relationship with one of the family guards, she explored the mansion with him and memorized the layout. Her new eyes allowed her to record much of her time there, and she made sure to make note of various entryways and off-limits rooms. She even managed to get audience with Lamberti himself on multiple occasions, and when she couldn’t do that, she recorded anything she overheard that sounded important. In doing so, she gained knowledge of many of the family’s connections, hideouts, and supply routes. Information was key, and she gathered as much as she possibly could. The entire time, she continued to build up a sort of friendship with the guard assigned to her, at the same time gathering more knowledge. He was relatively innocent, his worst crimes while with the family being the stealing of vehicles and the transport of black market goods. Anne figured that with all the help he was unwittingly giving her, he deserved slack when the time for her escape inevitably came.

The guard secretly agreed to deliver a written letter for Anne to her parents after she’d spent nearly six months captive. She wrote it during what was a scheduled allowance in the mansion’s back yard, while most of the other henchmen in the family were performing a heist elsewhere in the city. While she didn’t push her luck trying to convince the guard to let her escape, she was assured that her letter had been delivered, and her parents allowed to know that she was still alive. At this point, she felt she’d done as much as feasibly possible, and aimed to bide her time until the police came. She’d written down information regarding what she knew, disguised within her writing to make sure it was glossed over by the guard during a check to make sure nothing explicitly detailing her location had been written down. While she still had no knowledge of her current address, the info supplied would be enough to start a trail.

It would be another month until she was finally found. A detective, Jack Kavinsky, took up the case that few others were willing to look into, and one late night raided the mansion with the aid of his droid. Anne was being prepared for another surgery when he finally arrived, and the Lamberti son held a scalpel to her throat during the standoff. It was cut short when the wall behind them was torn down, and her captor was taken down. While the man was dragged off by the droid, Anne left a note for her guard, encouraging him to leave town and get as far as he could, before she was finally freed by Jack and taken back to her parents.

Life had finally come together again, and with the knowledge of what had happened to Anne, the company her father worked for offered him a place in their ranks again and compensation in exchange for an examination of Anne’s new augs. He initially refused, but was persuaded to take the job and money by Anne instead of throwing it away and making her time in captivity pointless. If someone could be helped by the new designs, then it was worth a doctor’s visit. The month after her regained freedom was a busy one, as she tried to get back into the flow of things. When she heard of Jack’s abduction and mutilation, she insisted that her parents lend aid using the money given by the company, and they fully paid off the augmentations necessary to keep him alive. A full-scale investigation into the case was set forth using the information she’d recorded during her captivity, leading to the arrests of the remaining Lambertis, though her guard’s recorded collaboration excused him of most charges. Anne never saw him again.

Over the next four years, she paid Jack visits during his recovery in the hospital, at the same time studying to get into a law school she’d had an interest in since she was a child. While her parents covered much of the cost when the time came, she desired to retain some form of independence, and found work as a stage singer at a club that she’d become fond of throughout her teenage years. During said time, Jack became a very close friend of both Anne and her parents, and news of his induction into a part of the police force dedicated to augmented people drove Anne to join as well. When she became an adult and graduated law school, she attended police academy and applied for a role in the bureau, specifically requesting to be partnered alongside Jack. She got in, and since then, they’ve worked together on many cases.

Augmentations:
Organs- A majority of Anne’s internal systems have been replaced with mechanical augmentations, which offer a higher level of activity than normal human organs. Her cardiovascular system in particular is very strong, and she can exert herself to a great degree before getting worn down. Due to their designs, her internal anatomy looks quite different when compared to an average person.

Nervous system- Anne’s brain is lined with a handful of augs, including a central processor connected to all her other implants that allows full control over them. A reflex booster increases her reaction time by a decent degree, and overclocking it allows for limited warped time perception at the cost of most of its charge. A leftover from her time in captivity, she also contains an extensive implant in her limbic system that acts as an emotional suppressant that left her stunted through her teenage years. She’s grown past it as much as she can these days, and can activate it with her CPU to remain calm in heated situations.

Muscle enhancement- Nanomachines have increased Anne’s natural muscle mass to a denser and more powerful state through the use of microfiber reinforcements. Normally, this gives her a strong grip and higher-than-normal output of physical strength, as well as the ability to power through her weapon of choice’s recoil. When made active, her nano-augs increase her strength even further, to the point where she’s able to easily break concrete and lift large amounts of weight.

Electromagnetic generators- Perhaps her most versatile and dangerous augmentation, Anne’s forearms and hands are lined with a mechanical augmentation that allows the manipulation of electricity and magnetic force. A majority of the aug is under her skin, hidden unless it’s active, in which case blue circuitry can be seen glowing under it. Her knuckles and palms are host to external parts of the augmentation, which can be utilized in various fashions. Magnetic shields projected from her palms and electrified punches are her most common uses of the aug, but she’s also capable of creating electromagnetic pulses and accelerating metal objects in the style of a railgun between her hands. When used at its current maximum capacity, the aug is capable of creating a powerful magnetic field that allows short-range hovering, but this expends massive amounts of charge.

Bionic eyes- Anne’s eyes have been replaced with high quality mech-augs, which were created through a unique process of removing her natural eyes and building into them with nanomachines. They provide her with a variety of vision modes that were later programmed in, including night vision and thermal vision, a virtual heads-up display linked to her other systems, a scanner and target-assisting system, and extremely high-resolution cameras.

Skills: Anne is very observant and good at picking up on the subtle nuances of people who are lying. It’s not quite a built in lie detector, but she can tell when someone’s trying to trick her. Her sense of hearing is phenomenal, and with focus, she can pinpoint what people are saying from quite a distance. She’s also very agile and quick on her feet, and thinks fast enough to use the environment to her advantage when necessary. She’s also become quite good at screwing with security systems, whether by sapping power or using an EMP to shut them down entirely.

Equipment: In active engagements, Anne uses a pair of modified pistols of the Beretta brand. The guns have extended barrels to house the rail mechanics, and blue lights along the slides of the white-tinted guns let her know when they’re charged and active. Both are equipped with combat sights and extended magazines with slam pads, and the ejection ports are built to face outward when wielded together. They can hold both lethal and less-than-lethal ammunition, including taser rounds, a personal favorite of hers. They have selective fire that allows for single shot, three-round burst, and full auto shooting.

Anne wears a multi-purpose wristwatch, which is host to a variety of applications. It works as a phone, radio, calendar, scanner, and general information database. And, of course, a watch. It has a wireless headset that fits over one ear, and both pieces are finished with a pearly white casing.

For close encounters, Anne owns a pair of tonfa-style stun batons. Their design allows them to be used both offensively and defensively, as the metallic outer construction makes them resistant to even average-strength HF blades when deactivated. When they are active, they can deliver debilitating jolts of electricity, which can be further increased by Anne’s own electromagnetism generator augs.

Other: Had a part-time job as a stage singer throughout her teenage years, usually working in a high-class establishment she was fond of. It’s not an occupation anymore, but she still has the vocal skill for it.

Gender: female

Appearance: Velma looks like a perfectly normal human being, because she is one. She is short, and is only 5’2’’, with a wide stature from some muscle and some fat. From a glance she is rather unassuming looking, which is sometimes a good thing and sometimes a bad thing.

She is black, with a reddish hue to her dark skin. She keeps her dark hair cut in a short straightened bob around her face, which has a round shape to it. Velma has large black eyes with thick lashes and eyebrows. Her nose has a rounded shape and turns up slightly. While her makeup use is minimal, she almost always wears a dark red lipstick.

Clothing wise, Velma generally dresses for work- collared shirts that are usually rolled to the sleeve, alongside dark colored dress pants and shoes. On top she usually wears a vest and tie of a coordinating color, and maybe a dark coat on top if it’s a colder day. Functionality is a priority over fashion, but she does her best to look presentable, or at the very least, tidy.

Personality: Velma is an average person surrounded by extraordinary people, which makes her generally the most down to earth person in the room. She likes her job and is content with her lot in life. She's friendly to others, has a good sense of humor and does her best to help those who need it.

Sometimes, people can take advantage of her good nature and Velma ends up doing things that she shouldn't have to do. However, she does have something of a stubborn streak. If she decides that something is fishy or wrong, she'll protest and find a way to figure out what's really going on if it's the last thing she does. While not unusually intelligent, she is smart and good at putting pieces together, and that combined with her determined nature usually leads her to the truth.

When thrown in the thick of action, Velma usually acts while yelling about how absurd the situation is. She has an uncanny knack for ending up in exactly the wrong place at the wrong time and usually lands in rather dangerous situations. However, she also has an uncanny knack for being able to get herself out of them. She also cares very deeply about other people and defends her friends fiercely from those who would hurt them. However, she's always willing to offer someone a second chance.

History: Velma grew up in New York with her parents and three brothers, with Velma as the second youngest of the four. The family was a tight knit group that cared a lot about each other. Velma's parents ran their own business, a small grocery store with a good reputation. However, before Velma's mother had met her father, she had been a police officer. Velma was always inspired by her stories and wanted to follow in her mother's footsteps and become a policewoman. So, she went off and, after attending school for criminal justice and going through the police academy, she joined the NYPD.

Eventually, Velma became a homicide detective and was partnered with fellow detective Lance Walker. They worked together with great success. However, on one case things went awry. They encountered a murder case that seemed routine- a man had been found shot in his apartment while his wife was away- but Velma and Lance suspected that someone cybernetically enhanced had been involved. However, because there wasn't enough evidence to support their hunch and the division was stretched thin at the time, the two were left to deal with it on their own. Unfortunately, their hunch turned out be correct- the wife had hired an assassin who had augs to make him more skilled in combat. He attempted to kill Velma, but to everyone's surprise, Velma managed to defeat him, by what seemed to be almost accident.

The media quickly jumped on the fact that a regular cop had defeated an augmented criminal, and the CCIB scrambled to do damage control by transferring both Lance and Velma into their department. Although somewhat out of place alongside a group of heavily augmented policemen, Velma continues to be an excellent detective.

Occupation: Police detective for the CCIB.

Augmentations: N/A

Skills: Velma is skilled in the use of firearms and hand to hand combat. The latter usually surprises people. She also knows how to conduct investigations and interrogations, along with other police work.

Equipment: Velma has a standard issue rail gun revolver.
She also has a larger black revolver that packs more of a punch, and uses in more dangerous situations against. Externally, it appears to be a more antiquated weapon, but it is in fact a powerful rail gun.
Along with this, she keeps a stun baton on her that is average but serviceable.

Name: Lance Walker

Age: 34

Gender: male

Appearance: Lance is a too tall, too skinny man. Due to his stature of 6’7’’, he’s already difficult to miss, with long arms and longer legs making up most of his frame. However, an addition of bright orange hair and extremely pale skin make him even more noticeable.

Once people get past the initial sight, finer details generally come into focus- Lance is bony, and very large hands with obvious knuckles and wrists. His face has a sort of diamond shape to it, with visible cheekbones. It’s primarily occupied by a large nose with a slight hook and droopy blue eyes. Despite his red hair, he lacks any freckles. His hair isn’t long but is very thick, and seems to generally grow outward in semi-curls. He looks younger than he actually is, and any older pictures of him reveal he basically looks the same then as he did now.

Lance very rarely isn’t working, so most of his wardrobe reflects that- he wears white collared shirts and crumpled ties, with neutral colored slacks and dress shoes. Draped over this is a large brown overcoat. Due to the size and shape of this garment, it usually makes Lance look more broad shouldered than he actually is and mostly conceals the gauntness of his figure. He is generally loathe to remove it, so it’s a rare sight to see him without it no matter the weather.

Personality: Lance is a very reserved man that generally just comes across to others as a huge weirdo. This is due to his quietness and occasionally nonsensical things he says- his brain frequently gets ahead of the conversation so sometimes what he says doesn’t really seem to be related. His tendency to be off in his own little world, reflecting on case details, surroundings, other people, or literally nothing at all, makes him something as an oddball. Some of his coworkers find him uncomfortable to be around, while others find it endearing. Despite this, though, he is still kind and thoughtful, in his own way. He often surprises others with acts of kindness that come without prompting. This is because his observant nature gives him the knack to anticipate needs before they are spoken.

While his tendencies make him mostly friendless, Lance is fairly unconcerned with this. He has a few friends and it’s all he feels he really requires. Those who are closer to him generally see a different side to him- he’s more likely to crack jokes or maybe tell you how his day went. Despite this, he is still an intensely private man. Even though he is good at figuring out others, he keeps out of everyone’s business and expects them to do the same.

History: Lance was born in Philadelphia as an only child to a poor family. They moved around constantly when he was a child due to work, and because they never remained in one place long, Lance failed to be tied to many places or people.

When he became an adult and was relatively self sufficient, he and his family essentially cut ties- not an intentional move, but due to the fact that his parents had never been particularly interested in raising a child and their constant traveling, Lance was quickly left alone. He moved to New York on almost a whim and, after considering his talents, decided to pursue a career in law enforcement. He attended the police academy and graduated in good standing. However, before he could join a police force, Lance was involved in a bad car crash that caused damage to his brain. The damage was repaired by mental augmentations that also gave him additional abilities, such as improved reaction time and general increased brain power.

After he recovered from the injury, he discovered that the new augmentations made him extremely suited for detective work, as his observational skills, which were already good, had vastly improved. He joined the NYPD and quickly advanced through the ranks. He became partners with Velma Holt, and the two naturally worked well together. After proving their skills as detectives in a rather convoluted case, the pair were transferred over to the CCIB, where they continue to work together.

Occupation: Police detective in the CCIB.

Augmentations:
Mental augmentations- Lance has more mental augs than one would normally expect someone to be able handle. They work by having one large augmentation that controls the others individually, and can shut some down if it thinks that it has the potential to be overwhelming. They give Lance extremely good reaction time, due to the fact that he can process what's happening much faster than other people. He also can detect patterns and observes small details easily, as well as recall relevant information easily due to an enhanced memory. He also can detect openings in attack patterns.

Skills: Lance has typical police training, and knows how to handle weapons, conduct interrogations, and analyze crime scenes. He also has an uncanny knack for computers and can generally get them to do what he wants.
Due to his reaction time being enhanced by augmentations, he is also an extremely skilled driver, although he speeds to what would be an unsafe degree.

Equipment: Lance has a standard issue police revolver, a grey rail gun that is used in non lethal capacity.
He also keeps a small high frequency blade on him that comes out of a handle. The whole thing is about the length of a forearm, with a blade that is half that length. He uses it infrequently, and usually not against other people.

Other: Lance is a chronic insomniac, a smoker, eats poorly, and generally has a lot of bad habits. It amazes most of the office that he is still alive and doesn’t generally look half dead.

Appearance: Before sentience, he appeared more human, with olive skin stretched over a basic skeleton. He had slicked back black hair, along with a trim mustache and goatee, with soft green eyes. He wore a expensive grey suit cut to his length, along with a bowler hat and black leather shoes.

After he gained sentience, his skin was torn in several places, leading him to tear the skin free from below his neck, leaving his body's inner working exposed, replacing it with a more bulletproof synthetic wrapping. His head remained mostly in tact, retaining his facial features and hair, though his eyes received damage and now have a more dull grey look to them, as if he's blind. He dropped the hat, but kept the style of suit, adding a large red overcoat.

Personality: Before sentience, he would usually act out a character depending on the schedule of the day.
But now, he's developed his own personality due to his knowledge of different mafia members throughout time mixing together with his own idea of self, leading him to believe his all of them, yet none of them. He's usually acts smooth, calm, and collected, speaking in the style of the 1970s-80s. He upholds a strong sense of loyalty, respect, and tradition, brutally punishing anyone who challenges any of these ideals. He holds family in high regard as well, doing his best to protect them, focusing on unity against those that would do them harm, and will take care of anyone causing them problems, even if they're already members. He sees crime as a means to an end, a way to bring himself closer to his goal the only way he knows how.

History: He was constructed with the intention of running a museum exhibit on organized crime, including all known knowledge of the Mafia. He was meant to include the knowledge of other crime organizations as well, though these never came to pass.He was placed in the museum where he worked for two years, before gaining sentience.
After this, he believes his origins to be a mix of several different Mafia dons from throughout history, saying he grew up in Sicily in the 1950s, running his own family there before Mussolini cracked down on mafia activity, then making the move to New York.

Occupation: Former Museum Guide, current Mafia Don.

Augmentations: He has a complete metal body, reinforced upon his old skeleton with more military grade material. Over this, he wears a synthetic wrapping, protecting his inner workings from most bladed weapons and small firearms. He has enhanced strength, reflexes, and no limit to his own stamina, not needing to eat, drink, or rest. He has enhanced eyesight, making him an impeccable marksman at long range.

Skills: He has the combined mind of several successful Mafia families, giving him deep insight into the inner workings of organized crime, leading him to be an expert strategist. This also grants him skill in the areas of boxing, gunfighting, and various forms of streetfighting, such as using knives and improvised weapons.

Equipment: He owns a large red overcoat, lined with with the same synthetic fabric as his skin, used to add more protection to his body. He owns several small knives, including a pair of knuckle dusters. For firearms, besides any he steals or shipments brought in through contacts, he owns an authentic Thompson Submachine Gun, which he keeps near his person at all times, and an old .357 magnum revolver, both stolen from his exhibit.

Other: His mind is stretched thin, believing himself to be human while obviously being a machine. This can cause bouts of schizophrenia, where he can go into a rage or simply shut down, unable to handle the system overload caused by conflicting information.

Name: Esha Mati

Age: 34

Gender: Female

Appearance: Due to her heavy cosmetic bio-augmentation, Esha can change her appearance to almost anything she wishes, able to control her facial shape (except her eyes, remaining firmly down-turned, and her ears, which are small), eye and hair colour, weight, breast size, skin tone, and even voice. The main thing she can't alter however, is her height, which stays a stubborn 5'8". She changes what she can according to her whims and formerly, the wishes of her clients. Like changing outfits, Esha tends to adjust her physical appearance on a daily basis, which can be disorienting for those around her.

To keep this confusion at a minimum, she has a 'work face', which is the appearance of a fit blonde woman with a round face, lightly tanned skin, pouty lips, a small, unassuming nose, carefully sculpted eyebrows, and green eyes. Her hair is in tumbling, whispy curls that go to just below her armpits, with bangs parting in the middle.

Without augs activated, Esha is a plain-looking Indian woman with a long face and nose that points sharply downwards. The main thought behind her appearance is thin: thin eyebrows, thin lips, visible cheekbones, and her sharp, down-turned eyes, which are a light hazel with a dark ring on the outside. This face has only ever been revealed to her family and anyone who knew her before she was 18, which was when the majority of her facial augs were implemented.

Esha cares highly about appearance, and keeps up with the fashion trends of the city wearing highly feminine, chic clothing, from work suits to evening gowns. She does tend to drift towards the styles of her heritage, with bright colours, loose, flowing silks, and intricate patterns. Blue is also a motif, being her favourite colour; unless it clashes with her skin tone of the day, of course.

Personality: At her core Esha is, and probably always will be, a highly vain woman. She prizes appearance and status above all else, and doesn't enjoy suffering those from whom she has nothing to gain, in which gain can be information, wealth, or even simply an interesting conversation. She can be scathing and judgemental, and it's easy to rile her thoughts. She isn't entirely horrible, however, also tending towards generosity, even if her giving is occasionally slightly fueled by the idea of reward later. She is also highly insecure, constantly worried about appearances. Because of this she has developed several OCD-like symptoms, such as checking things excessively, following careful routines, and generally enjoying order in her life. Esha understands she has much to gain from people, but doesn't enjoy becoming close to them. Those who manage to get the chance find that she's somewhat of a mother duckling, extending her love of self to include those who have met her true self. Esha is also quite sarcastic, and enjoys facts and statistics. Even in her effort to be haughty and self-righteous, Esha can't stand bad business practices and illegal dealings, even if she were to gain the world.

Outwardly Esha can be much like her physical self, a changing social chameleon. However, she isn't psychotic: Esha only adapts her personality when she needs to sell herself. She tends towards charming, polite, and friendly, with a layer of spunky toughness. Her training from her job helps her to become the 'ideal woman'. Her face can be unusually placid at times as she avoids emotion.

History: Esha was raised knowing how valuable she was. The daughter and sole heir to a wealthy business magnate in the production of cyborg and robot technologies, she was raised from the start with anything and everything she wanted, with the addition of being vigorously trained in the world of business, investment, and production since the age of four. It was expected that she would take over the business following her father's resignation, or death.

Being more of an asset to the company than an actual child, Esha was raised in the confines of her home, being taught by a variety of highbrow tutors. She occasionally met other children at parties and events, but it usually ended in tears on her part as she learned they wouldn't do whatever she wanted.

As Esha grew she became highly interested in fashion, beauty, and cosmetic augmentation. Sewing, makeup application, and interior design became her hobbies. She wanted herself and the world to be as beautiful as possible. This was when her interest in running the company started to die, though she dared not say a word to her nanny about it (her father was quite busy and unavailable). It was also at this time that a large portion of her augmentations were done by the top professionals in that field.

It was at 17 that Esha met David Crowne, a dazzling, slightly older man who was the second son of a weapons manufacturer. Esha fell in love, and they dated for several months. Her father approved of the pair, despite the age gap, because it meant more power for his company.

After three months of dating, David and Esha met in bed, it being Esha's first time. They broke up shortly after. Normally a girl would be heartbroken, but on the contrary: Esha had loved the sexual experience, and longed for more, but untouched by the complications of a relationship. She set up a press conference, announcing that she was stepping down as heir, and 'took the money and ran', so to speak.

With her newfound liberation, extensive augmentation, and money, Esha enrolled in an escorting program, and was found to be a natural. It helped when you could fit your face, body, and voice to the desires of your client. She received her certificate of employment and quickly became one of the most sought-after escorts in the world. She chose her clients carefully, though she had little physical preference; man, woman, animal augmented, she would do it all.

Esha became a type of celebrity, promoting products, making TV appearances, creating her own fashion line, and, for a time, running her own fashion advice show called ESHA.

At 21 Esha found herself to be pregnant. An accident caused by a series of bizarre events. The father was too well-known to dare tell him of the pregnancy. Her caring side showed as she refused to get rid of the baby, and hid it under the guise of fat with her augmentation. This "chubby period" was well noted by magazines, and certain tabloids correctly predicted it as a ruse covering a baby, though it was all talk and no proof.

Esha came to rely on a single person who knew the truth: Dr. Owain Gasset. They became close friends from the event, and became the godfather of the child, who was named Hiran. Hiran was hidden from public eye with the help of augmentation, Esha using a specific face when with the child, not linked to her own, or Owain caring for the tyke.

It was well known that Esha was a strong advocate for augmentation, cyborgs, and the rights of robots, and it was well-publicized when she was kidnapped by an extremist group that was terrorizing the city at the age of 26.

Esha was tortured, her augmentations damaged and her right arm sadistically removed. She was held at an extremely high ransom, which she learned later that her father had refused to pay. It was five months before she was found and rescued, along with several other high-profile aug supporters, by the CCIB. She felt she owed her life to the department, and on her return to good health, she donated a large portion of money to fund the group.

Due to the traumatic nature of the event, Esha quit her job as an escort and fell out of the public eye. She had enough money to last twelve life times. With no requirement to work, Esha poured her energy into Hiran, regretting her time away and intending to be more of a support for him than her own father had ever been. In a way, she knew that her skewed values came from a childhood with everything, so she tried to shield her son from that kind of world, giving him a comfortable life, but one in which he had to set his own goals and work to earn entertainment.

Esha slowly became bored of her life with no work, and began tackling several different jobs under made-up names and made-up faces. Eventually she found herself drawn towards the CCIB, and began offering, or more forcing, her assistance upon the group. Higher-ups always found it difficult to use the word 'no' when it came to a valuable investor. At first Esha was no more than a mildly helpful fixture around the office, before she began to offer her abilities in assistance to cases.


Occupation: Former escort, NYPD / CCIB investor and occasional assistant

Augmentations: As previously stated, Esha has bio-augs that allow her to morph and change her body and face. Like most augs, they are stronger and more durable than normal flesh and blood, but not to the scale of changes specifically equipped for those two factors. Alongside this, she has a nanomachine communication system which she mainly uses to contact her son, access to the status of her home and work, and a secret identification chip that confirms her identity. She also has a completely bio-augmented right arm, as her real one was removed by her kidnappers.

Skills: Esha's cosmetic augmentation comes extremely useful when it comes to espionage, infiltration, and information-gathering. Due to her training as an escort she can be very persuasive and pleasing, providing further assistance. She knows a lot about handling money and business from her schooling as a child. Her organizational skills are never lacking, and she will spend hours on the type of task that requires something to be in order or tidy. She is also a talented seamstress, a fair artist, and has a keen eye for design and beauty.

Equipment: Esha has no weapons, and has never used one in her life. She carries a phone at all times.

Other: Esha has been visiting the CCIB more often than usual. She occasionally suffers flashbacks from her time kidnapped.


Dr. Owain Gasset | +
Name: (Doctor) Owain Gasset

Age: 47

Gender: Male

Appearance: Sickly-looking and slightly unkempt in appearance, Owain isn't very easy on the eyes. He's on the shorter side of 5'6", and has messy banged wavy hair, cut to ear length. Its colour ranges from caramel to ash brown. He has a scratchy beard to match, slightly heavier than a five-o'clock shadow, that doesn't quite manage to hide his slightly pitted, sunken cheeks that go down to a very sharp chin. He has a protruding, beak-like nose that appears to have been broken some time in the past. He wears round wire glasses over sunken green eyes. His skin holds an olive tinge. Owain has a small tattoo on the back of his left hand of a simple eye in emerald ink. The tattoo is replicated on his right, the colour being azure. The eyes are vertical with length of his fingers; that is to say, are upright when he is holding his hand up as if to ask a question.

Owain is commonly in his work clothes, which is a white lab coat with name tag over a blue or brown suit and tie. If not in his doctor's getup, he's commonly semi-casual in dress, looking plain and inconspicuous. His body language is often that of a frightened rabbit, with jittery, hurried movements and hunched shoulders. He taps his hands, bounces his knee, and has other habits of dispelling energy that tends to be distracting to other people.

Personality: It likely isn't possible to find someone as scattered and as abstract in thought as Dr. Owain Gasset. He constantly appears to be distracted and disorganized from the outer world's standards, but through some magic he tends to be following along with a conversation perfectly despite searching for the hard copy of a file in a seemingly random pile of things, which he finds successfully. He doesn't seem to have the ability to slow down, and many wonder if he is even capable of sleep.

Owain's level of altruism and inability to read people is a dangerous combination, leading him to work for whoever needs his aid. Good, bad, ugly, all people in need are the same to him. He's easily tricked, and if someone asked him to take a strange suitcase onto a busy street and not ask questions, he probably would in order to do the kind soul a favour.

Another thing Gasset is known for is his ability to keep secrets and information. On some cases it would be because he had forgotten what he had been told, but other times it is his predisposition towards loyalty and the confidentiality between doctor and patient. Rules are important to him, and should be followed. He doesn't cut through lawns, keep a single dime he's found in a public area, or even jaywalk.

If anything, Owain is probably seen by most as slightly quirky, and hard to follow in terms of speech, but likeable. Owain has a very good memory, and names and faces are something he won't forget. If he happens to notice someone wander into his lab, it can take hours for him to notice, so busy is he with work, but notice he does, with a grin and childlike exuberance.

History: A mother and two older brothers was the structure of Owain's upper-middle class family. Eric and Jason, his brothers, were much like the father Owain would never know, physically strong and attractive, while Owain himself took after their mother: slightly sickly, thin, and intelligent.

His mother was a doctor and worked erratic shifts, leading Owain to mainly be raised by Eric, the eldest. Despite this Owain still became very attached to his mom, and began seeking her praise and attention from an early age. What better way than to become a doctor? In his eighth summer on the planet, when this genius 'become-a-doctor' conclusion was discovered to gain his mother's love, Owain was barely stepping out of his room to drink and eat-sleep was completely out of the question-in order to study the human body and medicine.

At the age of ten Owain's skills in math and science brought him to be in the grade of the same number as his age. He faced little issues from his older classmates because Jason, his middle brother, was in the graduating year and protected him fiercely.

Until eleventh grade came. Owain was abused almost daily, tormented mentally and occasionally physically. He felt empathy from his attackers, knowing there was something in their lives that came back around to him. It was for this reason that Owain hid his occasional bruises and scars from teachers, the few classmates that showed any semblance of kindness, and his family, which at home was now reduced to him and his mother after Jason went to college, and Eric had already been studying abroad for three years.

With his brothers gone and his mother continuing to work, the house became quieter. Routine was the course in that year. It was in this period Owain had his nose broken after a significantly harmful attack in order to acquire an essay Owain had written, and struggled against his mother's suggestion of surgery to fix it. He told her he had fallen while running home from school.

By the end of eleventh and the whole of twelfth, it was no longer novelty to pick on a little boy, and Owain was free from being accosted in hallways, having his notes stolen, and receiving the occasional elbow jab. Owain also had to return to high school for a year thirteen in order to successfully acquire a physical education credit.

In medical school, which was paid for mainly by scholarships, Owain was the youngest of the entire institution at fourteen years of age. He still struggled in his studies, but remained focused and determined, keeping to the higher percentile of his class. It also helped that he had no friends, rarely went out, and did little but study and occasionally draw, since he figured he had to have some sort of hobby.

As Owain's schooling continued, he began to show interest in the application of mechanics and nanomachines to cure and assist humans. He followed the path in biomedical engineering and surgery.

It was in Owain's last year of medical school that his mother's heart began to fail, and the attempted surgery to replace it with a clone was severely botched by incompetent doctors, causing deep damage.

Owain rushed to his mother's side, ignoring his studies and going to be with her. He fought with nurses and doctors at her hospital, desperately trying to do as much as she could for her, thinking they were all doing something wrong as her condition worsened. He knew, deep in his heart, that it wasn't his fault, but he hated himself for being unable to fix the problem.

Owain's mother died in the spring, four months after her first diagnosis. Owain refused to go to her funeral.

Owain had completed his general degree, but failed in acquiring a specialty degree, despite the school sending him several letters explaining that they would try to help him with his situation. The reason he had gone to medical school in the first place, the inspiration was gone.

In the same summer Owain attempted to commit suicide by jumping off the block he lived in. The attempt was quite unsuccessful, owing to the safety precautions of such blocks. He followed the flight of fancy with an attempted strangulation, which was miraculously halted when Eric came for a surprise visit, breaking down the door in order to stop him.

After the two attempts, Owain was persuaded to see a psychiatrist, and was diagnosed with a variety of issues, cured by an assortment of pills. Under the influence of the pills, Owain became a much less frantic person, almost average. He got a job at one of the largest medical centres in the city, before pursuing the creation of his own practice in order to further experiment with cyborg and augmentation surgeries. With him followed a colleague named Molly Flatts, a nurse on the same mental wavelength as Owain. It was she who bought him the round glasses that had the same capabilities as bionic eyes, able to zoom, bring up information, connect to the internet, without the requirement of having surgery.

Owain's practice soon gained notoriety for advances in surgical techniques, and several more doctors joined his team.

Molly and Owain began to date, but their relationship soon crumbled after Owain discarded his medication, believing that he could focus and see the world better without it. They remained and remain friends, perhaps the only one in Owain's life, besides Esha Mati, a patient he had assisted with a pregnancy. Not his normal type of work, but his reputation of keeping things secret had become known to those who needed that types of service.

It was in his mid to late 30s that Owain began encountering the less-than-creditable people of the world, and started dealing with them out of kindness. He is now, through no purpose of his own, working with certain underground groups.

Owain remains a well-established doctor in the community, if considered eccentric, and has a lab in his house for private study.

Occupation: Doctor focusing in cybernetic and augmentation surgery

Augmentations: Ironically, Owain fears surgery, not trusting anyone but himself to perform such things. Since these surgeries are too painful to attempt without anesthesia, he has no augmentations.

Skills: Doctoring, surgery, concocting medications

Equipment: On his person, Owain has his round glasses with all the capabilities of bionic eyes. In his home he has all the equipment for surgery.
