Backstory
Year 2135. Humanity has yet to forget the events just a century ago. In 2017, they had successfully repelled the Esper-only civilization, the city state of Tetrapolis. Following their eminent defeat, they launched several prototype virulent warheads across the globe and had a mass evacuation of their city, leaving for a moon colony which was only known to be the beginning of space colonization. The effects were devastating, the food supply was abruptly cut off, the sea became tinged in red as marine creatures began to bleed profusely due to a unknown bacteria. Humanity, already reeling from the initial virus used as to soften up civilization before the Tetrapolians attempted to conquer the Earth.

Republic of United Nations
Humanity's technology had a great leap forward for the cost for more than half its total world population. They assimilated technology salvaged from the battlefields, most of which ended up adapted for restoration efforts. About half a century after the Exodus, Humanity began a joint effort to build a military force enough to handle such a threat again. It was believed that one day the Tetrapolians will return, either for revenge or resources. As of this date, the United Defense Force is well equipped to respond quickly and defend the planet surface. On the other hand, surface-to-orbit defenses remain horribly low, due to the lack of resources to put into research and the fact that nothing was salvaged for this use. Life on earth remains more or less the same in terms of how things work, with restoration and military efforts taking the forefront of civilization. Each nation is ruled by their own government. This is all the public is privy to, despite their destructive protests, as there is a high potential spies may have been seeded into the mix. Humanity is a mix from regular Humans and Espers.

Tetrapolia
The Tetrapolians on the other hand, had to struggle for the lack of resources, quickly deploying several solar panel arrays to gather as much energy to sustain their civilization. Most of their food are made of soybeans and other quick-to-produce crops. Everything they wear is uniform, with only varying sizes so as to have a more efficient production. Their civilization is governed by a supercomputer AI which sees to that everything is optimal. In the system, there are sub-AIs which act for various parts of the civilization, like a militarized AI which can take the most efficient choices at the cost of minimal damage, and a AI which is used to predict uprisings and nip them in the bud while ensuring everyone is content. Conscription is mandatory for both sexes at the age of 18, where basic military training will be given to them along with vocation training. Society here is given what they need, and not what they want, leaving very little room for social issues and thus uprisings. Things have relaxed somewhat after Mars was taken. Currency was eventually reintroduced along with not all crimes no longer bearing the death penalty. Tetrapolia is a pure Esper faction.

Espers
Espers are Human beings with superhuman abilities. To name a few, Pyrokinesis, Sonarkinesis, Vector Redirection, Memory Manipulation, Anti-Matter Generation. Do note that Matter cannot be generated by any ESP ability. Espers are also ranked according a number system from zero up to ten, with a maximum of two decimal spaces, with ten being the most destructive and zero being not perceivable to the human eye.
Rank = 0:non-perceivable amount of object movement to the naked human eye
Rank < 2: Powers of the degree to bend a spoon, weak.
Rank < 4: More powerful than previous rank but those below this rank do not have powers to convenience their daily lives.
Rank < 6: The degree when powers are considered convenient in everyday life. eg. teleportation for transport.
Rank < 8: Powers of an extent that the wielder is combat efficient.
Rank < 10: Powers of an extent that the wielder can fight alone against a military force on equal terms. Can also sense things if related to their power. Required to contact GM via PMs to justify reasoning.
Rank = 10: Powers of an extent that is immeasurable. Required to contact GM via PMs to justify reasoning.

Mechs
These engines were introduced by Tetrapolis first during their defense, combining a tank's resilience, and often firepower, with the ability of infantry to cross unstable terrain, appearing as though science fiction had walked right into the world to dish out punishment. Mechs have several modules, usually including a power source or input and communication module.

Now on Earth, the Humans have created Mechs for restoration efforts which can be quickly outfitted for military capabilities. As with their military technology, they have projectile interceptor shields, drones, and kinetic projectiles at the pilot's disposal, only recently have anti-Esper shielding been implemented after a series of riots. These Mechs are capable of limb articulation and short bursts of flight.

On Mars, Tetrapolis-II, Mechs are capable of flight and are designated military or industrial functions based on their original designs. Military Mechs are usually armed with electromagnetic weapons, commonly Microwave and Terahertz types. Military Mechs are also equipped with Drones, usually not used for offense.

Appearance: This bi-pedal machine stands a good 8 meters tall and is of a uni-body design leaving it with no distinguishable head piece. "Head" unit contains the sensor pack, communication systems and the only hatch into the mech. The unit is powered by a mini fusion reactor that sits under the pilot and has a self-destruct protocol that is triggered after the ejection seat has cleared the machine. Shoulders and arms are pretty standard, Chaff launchers and airlift mounts are located on the top and backs of the arms. Each hand has four digits and can safely pick up a human being. Lower torso has the drone control mod and the cage for two large drones, also holds extra ammo for main weapons and the launcher for Mini Low Orbit Spy (M-LOS) drones. Legs are double jointed and end in flat feet with three claws that can dig into the ground for stability. Each machine has a jet-black semi gloss paint job with XSR in brushed silver vertically on the left side.

Combat: Quad copter with light titanium armor, sensor pack, four 57mm HEAT rockets and LMG with 150 rounds.
M-LOS: Railgun launched, surveillance drone. Has a myriad of sensors and can stay airborne for an hour before it descends. Average operational height is 3000 meters.

For mechs, there is not set number of modules, though their attachments must be explained in the appearance parameter.

Updated, characters who are pilots now require a mech number if the mech has been modified or just state which mass-produced model is used instead of the number.

The model name is the name of the particular mech model, not the name of the mech, for example a T90 tank. So it is a production series assigned name. Most mechs are designed to be purely human controlled, if AI controlled or assisted, it can be stated in the additional notes parameter.

Few questions on mechs.
Are they designed after Japanese style mechs or Western? Or does it matter?

Does earth not have excess to any DEWs? (Laser, plasma, em ect) I ask due to plasma weapons could be considered to be a kinetic weapon.

Are espers allowed in earth military?

Would the machines have reactors? All I see for self power is a battery pack and wireless power connection. Or am I just reading it wrong?

No, they do not. They do mainly use railguns now though.

Espers have a special central military they can join if they want. But otherwise regular Earth military does not tolerate use of ESP.

Yes, it is possible for them to have mini-reactors.

Current Tetrapolian models range around 2-6 stories tall with the mode being 4 stories. The smaller models usually have flight capabilities while the larger ones are ground-bound.

Current Earth/Terran models tend to be 2-3 stories tall.

Sarah is a rather plan looking girl, most of the time she looks rather withdrawn. She has pale blond hair which extends past her shoulders. She also has a tendency to wear clothes which cover her skin to hide the fact that she is rather muscular. She also prefers dark colors for her attire and wears a cap to further cover her face, thus causing her skin to be rather fair compared to most people her age and of her nationality.

ESP: Malicious Reader; she can sense malicious intents of those around her through a telepathy field which is constantly active. The field is about 25m in radius though it is most effective in the inner 10m.

History: Born on Earth as a Terran to non-Esper parents, she had lived a life which was rather normal, save for being constantly discriminated by other non-Espers. Due to both her and her parents' fears, she picked up self-defence and several martial arts training, namely Taekwondo and Wing Chun. Being in London also meant that she had to be conscripted for a year-long course of basic military training where she learned to handle firearms and urban survival skills.

Now she that she is out of the military, she has decided to further her studies at a local university.
