Osmaria is a densely populated urban zone. It doesn't belong to any known governments and tends to house a lot of rebels or simply people looking to get away from the regime of a government. The Coalition doesn't particularly like Osmaria since they tend to house a lot of shady folks. A lot of stolen goods go through Osmaria, but since it's hard to pinpoint any 'real criminal behaviour' Osmaria has been safe from Coalition destruction for quite some time. It's well known by Pirates, Runners and especially known to house a large civilian Tearsia population.
Osmaria doesn't have a single 'race' that is predominant, you will find all races coexisting in partial harmony. With no actual 'law enforcement agency' the law is made by the people. So most people just tend to life and let live. Ignoring what goes on around them on Osmaria is wise if you don't want to be dragged down into the troubled times...
As such Osmaria is a crowded low ground city. Similar to this:

There are no 'single level' dwellings or houses on Osmaria, it's all three to six story tall buildings if not higher. The highest part of Osmaria is the main Tearsia base, and also their main port system for incoming and outgoing ships.
The Tearsia base itself has a large three teared hangar style port. The upper levels are for the larger Star class vessels that wouldn't fit inside the hangar itself. Those sit on the roof of the base with lifts to take people down into the central base and from there to the city itself. The second levels are for the interplanetary class vessels, or smaller star class vessels that can easily enter the main hangar bays of the port and land safely on large open ground. This level like the upper level is completely autonomous and operated by machines and AI. The lower level is for the unspace worthy vessels and the smaller interplanetary class vessels and is operated by manual labour since the ships tend to be on a smaller scale and at ground level.

This offers some protection against attacks and should in theory buy time for an evacuation of the base itself. On the main levels are the public spaces and stores that cater to every need. There are also main Tearsia meeting rooms along the first and second upper levels.

As you can clearly tell Osmaria is a high tech area, level 5, though there are low tech areas they are more in the slums of Osmaria and not in it's main central zones.

Eduian was startled awake by the sharp shrill beeping that seemed to be permeating his brain. His eyes blinked open slowly. He gazed around the sparse room that held no sign of personality except for a neatly packed backpack that rested against the desk and a large reader set on the desk itself. His PD was set next to it. Squinting in the darkness of his room he pushed himself up and stumbled sleepily over to the device. He pressed his thumb over the delicate screen and answered the call that had woken him.
“What?” Eduian groused, not very diplomatic, but he was tired darn it and he did not want to be awake this ruddy early. Not after only being allowed to get to sleep at 0600 hour. He looked down briefly to see the time. 0730. Ugh, barely an hour of rest. Was there no break to be caught? Seriously? He was so terribly annoyed now. He hated timezones so much.
“Do not respond on this frequency. The line is not secure. Attack is immanent. Evac the civs and get the forces mobilizing.” A voice Eduian recognized as Skar Akarianous sounded loud and slightly slurred with a thick accent over his PD link. He glowered down at the now dark screen. So much for details and information. Eduian was definitely NOT amused now. Eduian had met the Aridian male only a few times in the past, and they didn’t really consider themselves friends. So why of all people was Skar contacting him?
duh moron it’s because he knowns your on Osmaria, idiot, Eduian thought as he changed and threw the reader into his bag, slug it over his shoulder and grabbed his PD strapping it to his wrist. He headed to command. Eduian blamed sleep dep for his current lack of cohesion. Yah that was it.
The command center of the Tearsia base on Osmaria was a huge affair set up in a circle around the room with all manner of monitoring technology. As the base was open to anyone wishing to dock it was manned twenty-four-seven. Since a lot of the Ash Shards (Pirates) tended to use Tearsia bases as waylay points or restocking stations security was always a little higher in their bays then on most planets. Mostly the Tearsia didn’t check cargo or ask for any form of manifest, which meant they never knew what was flying through their bases. It somewhat bothered Eduian that for all he knew half the ships docked in the bay contained all manner of illegal cargo, but as a rebel organization the Tearsia tended to buy a lot of supplies from pirates so really this shouldn’t bother Eduian. Even though the Ash Shards were a really dangerous bunch that he personally avoided.
Eduian flicked on the alarm. Sending off a loud blaring sound that filled the room instantly. It would fill the rest of the base with it’s loud infuriating tempo and was sure to disrupt everyone’s day. Hopefully they would be able to evacuate the civs in time. Yet somehow he doubted that.

Skar had been reviewing the databases on his reader checking to see if the Coalition was planning any major strikes against the Tearsia or really anyone else for that matter. Those were only lightly encrypted, which was really stupid. Seriously the Coalition really aught to up their security, any child could hack their system and filch files. Maybe that was why Skar tended to spend a lot of his free time undermining them? He really didn’t know, outside of the fact that even though it was his ancestors who had started up their organization to end the brutal war, Skar wasn’t fond of the military organization that was specialized in destruction of innocents and who like to torture and enslave it’s citizen. Torture wasn’t Aridian. They didn’t believe in any form of Torture. That alone was one of the biggest reasons that Skar stood against them, even knowing his father would probably have something to say about that. Good thing Skar avoided the man.
Skar pulled up recent termination agreements and growled low in his throat. Damnation they were going for a civilian base on Osmaria, the majority of the people there were non military. He felt his anger begin to mount slowly as he pulled out his PD. He clicked it on and started to skim his contacts. Only one person he knew for certain was on Osmaria, Eduian. He clicked the link on and when he heard the ever annoyed voice growl sleepily at him he laughed.
“Do not respond on this frequency. The line is not secure. Attack is immanent. Evac the civs and get the forces mobilizing.” he said quickly and clicked off the PD link before a trace could be made. He rose from his seat shut down his reader and headed to the bridge of his ship. They would need support and he’d be damned if he sat out the fight for any reason.
